Disonansi Tata Kelola Ekonomi Biru, Insekuritas Pangan Pesisir, dan Kegagalan Ekologi Agro-Maritim di Nusa Tenggara Barat

Penelitian ini bertujuan menganalisis disonansi tata kelola ekonomi biru terhadap meningkatnya insekuritas pangan pesisir dan kegagalan ekologi agro-maritim di Nusa Tenggara Barat (NTB) melalui dua indikator utama, yakni Coastal Household Food Insecurity dan degradasi ekologi agro-maritim. Penelitian menggunakan pendekatan deskriptif kualitatif dengan desain studi kasus yang dipadukan melalui kerangka political ecology, ekonomi politik pesisir, dan analisis tata kelola kebijakan. Tahapan penelitian dilakukan melalui analisis bibliometrik terhadap 400 artikel terindeks Scopus periode 2010–2025 menggunakan VOSviewer, penelusuran dokumen kebijakan makro dan meso, penentuan informan secara purposive sampling, pengumpulan data lapangan melalui observasi partisipatif dan wawancara mendalam, serta analisis tematik-kritis terhadap relasi antara investasi maritim, kebijakan ekonomi biru, dan kerentanan sosial-ekologis masyarakat pesisir. Hasil penelitian menunjukkan bahwa ekonomi biru di NTB mengalami reduksi teknokratis yang lebih berorientasi pada pertumbuhan investasi dibanding perlindungan sosial-ekologis masyarakat pesisir. Indikator Coastal Household Food Insecurity memperlihatkan tingginya kemiskinan, dominasi pengeluaran pangan rumah tangga di atas 60 persen, fluktuasi pendapatan nelayan, serta meningkatnya stunting dan ketergantungan pangan luar daerah. Sementara itu, indikator degradasi ekologi agro-maritim ditunjukkan melalui kerusakan mangrove, penurunan tutupan terumbu karang, abrasi pantai, intrusi air laut, sedimentasi, dan eksploitasi sumber daya laut yang memperlemah produktivitas perikanan tradisional. Penelitian ini menegaskan bahwa ekonomi biru di NTB belum mampu mentransformasikan kelimpahan sumber daya pesisir menjadi keadilan ekologis, ketahanan pangan, dan keberlanjutan penghidupan masyarakat pesisir.
