Orkestrasi Kolaboratif Pemerintah, Akademisi dan Masyarakat dalam Mewujudkan Keberlanjutan Sosial-Ekologis di Kabupaten Pringsewu

Abstract
This research aims to address the coordination and synergy gap between the government, academics, and the community in managing socio-ecological issues in Pringsewu Regency. The development approach has been sectoral and top-down, making policies less effective in addressing the complexity of local problems. The long-term goal is to create a sustainable collaboration model to realize socio-ecological sustainability based on the orchestration of local actors. This study uses a qualitative approach with case study methods, in-depth interviews, and focus group discussions (FGD). The results indicate that the existing governance is hierarchical, with the government as the dominant actor, while the roles of academics and the community are not yet systematically institutionalized. This creates coordination gaps and resistance to the principles of Collaborative Governance. The expected result is the formulation of a collaborative orchestration model—based on Quadruple Helix and Governance Network theories—that can serve as a reference for sustainable development policies. The research targets a Technology Readiness Level (TRL) of 1-3, focusing on concept and model validation in a relevant environment.

Abstrak
Penelitian ini bertujuan untuk mengatasi kesenjangan koordinasi dan sinergi antara pemerintah, akademisi, dan masyarakat dalam pengelolaan isu-isu sosial-ekologis di Kabupaten Pringsewu. Selama ini, pendekatan pembangunan cenderung sektoral dan top-down, sehingga kebijakan yang dihasilkan kurang efektif dalam menjawab kompleksitas permasalahan di tingkat lokal. Tujuan jangka panjang dari penelitian ini adalah menciptakan model kolaborasi berkelanjutan yang mampu mewujudkan keberlanjutan sosial-ekologis berbasis orkestrasi aktor-aktor lokal. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus, wawancara mendalam, dan focus group discussion (FGD). Hasil penelitian menunjukkan bahwa tata kelola yang ada bersifat hierarkis dengan pemerintah sebagai aktor dominan, sementara peran akademisi dan masyarakat belum terlembaga secara sistematis. Kondisi ini menimbulkan kesenjangan koordinasi dan resistensi terhadap prinsip Collaborative Governance. Hasil yang diharapkan adalah tersusunnya model orkestrasi kolaboratif—berbasis teori Quadruple Helix dan Governance Network—yang mampu menjadi referensi bagi kebijakan pembangunan berkelanjutan. Penelitian ini menargetkan Tingkat Kesiapterapan Teknologi (TKT) pada level 1–3, yaitu validasi konsep dan model dalam lingkungan yang relevan.
