Rekonstruksi Kebijakan Adaptif dalam Strategi Manajemen SDM untuk Penguatan Ekosistem Green Job di Nusa Tenggara Barat

Penelitian ini bertujuan menganalisis rekonstruksi kebijakan adaptif dalam strategi manajemen sumber daya manusia untuk memperkuat ekosistem Green job di Nusa Tenggara Barat. Penelitian menggunakan pendekatan kualitatif dengan desain studi kasus melalui wawancara mendalam, observasi, dokumentasi, dan Focus Group Discussion yang dianalisis menggunakan NVivo 12 Plus melalui teknik coding, kategorisasi, dan triangulasi data. Hasil penelitian menunjukkan bahwa efektivitas pengembangan Green job ditentukan oleh penguatan green skills, adaptivitas tenaga kerja, fleksibilitas regulasi, serta kolaborasi multi-aktor antara pemerintah, sektor swasta, perguruan tinggi, dan masyarakat. Selain itu, sektor energi terbarukan, pengelolaan limbah, dan ekowisata menjadi basis utama transformasi ekonomi hijau regional. Penelitian menyimpulkan bahwa Green job telah berkembang menjadi instrumen pembangunan transformatif yang mengintegrasikan keberlanjutan ekonomi, ekologis, dan keadilan sosial melalui tata kelola kolaboratif yang adaptif dan berkelanjutan.

Abstract
This study aims to analyze the reconstruction of adaptive policy within human resource management strategies to strengthen the green job ecosystem in West Nusa Tenggara. The research employed a qualitative approach with a case study design through in-depth interviews, observations, documentation, and Focus Group Discussions, which were analyzed using NVivo 12 Plus through coding, categorization, and data triangulation techniques. The findings reveal that the effectiveness of green job development is determined by the enhancement of green skills, workforce adaptability, regulatory flexibility, and multi-actor collaboration among government institutions, the private sector, higher education institutions, and local communities. Furthermore, renewable energy, waste management, and ecotourism sectors emerged as the primary foundations of regional green economic transformation. The study concludes that green jobs have evolved into a transformative development instrument integrating economic sustainability, ecological resilience, and social justice through adaptive and sustainable collaborative governance.
